WORK HOURS: Full Time; 40 hours/week
SALARY: Ordinarily Resident: $900/month
Not-Ordinarily Resident: $7.25/hour (minimum, based on qualifications)
NOTE: The employer for this position is the American Embassy Recreation Association, which is not an agency or section of the U.S. Embassy. Therefore, the successful candidate will not be a United States Government employee. All applicants who are not the family members of USG Employees officially assigned to post and under Chief of Mission authority must be residing in Ecuador and have all required work and/or residency permits to be eligible for consideration.
BASIC FUNCTION OF POSITION:
The incumbent serves as the Commissary Manager for the American Embassy Recreation Association (AERA) and is responsible for overseeing the efficient and economic daily operation of the Embassy’s commissary and all services it provides to Commissary members. The Commissary Store Manager is directly responsible for procurement and managerial functions and reports directly to the AERA Board of Directors.
1. Maintains direct contact with the Board and Embassy Management Officer. Acts as liaison to the Office of Commissary and Recreation Affairs in Washington.
2. Responsible for ordering all merchandise. Maintains proper inventory stock of items, determining proper quantities needed and anticipating member's needs. Calculates costs and determines proper selling price of approximately 600 items. Supervises that inventory items are assigned to the right accounts.
3. Maintains inventory records per Commissary Association requirements.
4. Maintains accounting system and updates, to include but not limited to: Verify cash on hand, cash disbursements, prepare/record deposits, create new accounts, reconcile accounts, input purchases and create new product codes, sales, debits, credits, and oversee billing/payment of aerobics, gym, and gas pump.
5. Identifies new local and outside suppliers, contacting suppliers and obtaining most favorable prices and services.
6. Prepares bank reconciliations on a monthly basis.
7. Prepares financial reports.
8. Assists auditors when required. Discusses auditors’ recommendations with AERA Board and presents possible solutions. Once the Board determines proper action, Manager is in charge of implementing new measures.
9. Overseas AERA personnel to include quarterly performance evaluations.
10. Maintains AERA’s insurance requirements and files claims as needed.
11. Ensures AERA employees’ contracts are followed in accordance with Ecuadorian laws and regulations. Prepares W-2, W-3, 941 forms and sends to IRS with payments. Prepares payroll twice a month, send payments to IESS and IRS.
12. Sells cell phone plans with Porta and Movistar. Process new cell phone lines, equipments or renewals with Porta and Movistar.
13. Works directly with AERA cliental to solve complaints/concerns.
14. Prepares and oversees quarterly dry goods order.
15. Prepares bi-weekly newsletter.
16. Stays abreast of updates/ideas issued on the Commissary and Recreation Website and advises the Board on an as needed basis.
17. Assists Assistant Manager and Cashier as needed.
18. Other duties as assigned by the board.
REQUIRED QUALIFICATIONS
a. Education - High school diploma or equivalent required.
b. Experience - One year of previous experience in retail management and one year of supervisory experience required.
c. Knowledge - Must have knowledge of pricing practices, inventory management and customer service.
d. Language - Level 4 (Fluent) English and Level 2 (Limited knowledge) Spanish required. Applicant will be expected to demonstrate language skills during interview process.
e. Abilities - Ability to take initiative is needed.
f. Skills - Data management and basic accountant skills are essential. Negotiating skills required.

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Applicants must be available to hold the position a minimum of 1.5 years.

DEFINITIONS
1. Ordinarily Resident (OR): A citizen of Ecuador or a citizen of another country who has shifted the main residency focus to Ecuador and has the required work and/or residency permits for employment in country.
2. Not-Ordinarily Resident (NOR): Typically NORs are US Citizen EFMs and EFMs of FS, GS, and uniformed service members who are on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
